Glenn L Martin Elementary School recognizes that a child's education is a responsibility shared by the school and family. To support the goal of educating all students effectively, the school and family must work as knowledgeable partners.  Although families are diverse in culture, language, and needs, they share the school's commitment to the educational success of their children.

In order to meet the requirements of the federal law,  No Child Left Behind, the Glenn L Martin Elementary has on file in the office and available at the community table a copy of the parental involvement plan.

Part I:  General Expectations

Glenn L Martin Elementary will implement the following requirements:

  1. The school will put into operation programs, activities, and procedures for the involvement of parents/families in the school. The programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children.
  2. The school will have a school-parent compact.
  3. The school will provide full opportunities for the participation of parents/families with limited English proficiency, parents/families with disabilities, and parents/families of migratory children.
  4. If the school plan is not satisfactory to the parents/families of participating children, the school will submit any comments with the plan when the school submits the plan to the Cumberland County Department of Education.
  5. The school will involve the parents/families of children in decisions about how Title I funds reserved for parent/family involvement are spent.
  6. The school will carry out programs, activities, and procedures in accordance with this definition:
    Parental/family involvement means the participation of parents/families in regular, two-way, and meaningful communication involving student academic learning and other school activities, including and ensuring-
    1. that parents/families play an integral role in assisting their child's learning;
    2. that parents/families are encouraged to be actively involved in their child's education at school;
    3. that parents/families are full partners in their child's education and are included, as appropriate, in decision-making and advisory committees to assist in the education of their child.
  7. The schools will develop, implement, and evaluate annually a policy and plan to promote parent/family engagement activities with an emphasis on student learning.  District policy goals will be incorporated into each school plan.
  8. The school will garner community input on pending policies, practices, and decisions that affect students and families.       

Part II:  Description of the Implementation of the School's Parent/Family Involvement Plan

  1. Glenn L Martin Elementary will take the following actions to involve parents/families in the joint development of its school-wide parent/family involvement plan:
    -   The Parental Involvement Team will review and provide input on the appropriateness, implementation, and evaluation of the school plan.
    -   All parents/families will be invited to review the proposed plan and provide input.  The plan will be available for all families to review.
  2. Glenn L Martin Elementary will take the following actions to involve parents/families in the process of academic assessment, review, and  improvement:
    -   In the fall of each year, with the presentation of the State Report Card, parent/teacher conferences will be held and testing information available to all parents.
    -   The State Report Card will be made available on-line and, if requested, in writing.
    -   Academic assessment information will be made available at advertised parent/family meetings.
    -   State Report Card results will be published in the local newspaper.    
  3. Glenn L Martin School will coordinate and integrate parent/family involvement strategies with the following existing programs:
    -   Parent/family involvement strategies will be coordinated and integrated through meetings and/or communiqués with key people from other programs, such as Head Start, Family Literacy and Pre-K programs.
    -   The school, in collaboration with parents/families, shall establish programs and practices that enhance parent/family involvement at all grade levels and reflect the specific needs of students and their families.
  4. Glenn L Martin Elementary, with the involvement of parents/families, will take the following actions to conduct an annual evaluation of the content and effectiveness of this parent/family involvement plan in order to improve the quality of its school:
    -   An annual parent/family meeting will be conducted at school to evaluate parent/family involvement.  The effectiveness of involvement activities, the degree of participation, and any barriers to parent/family participation will be studied.  The evaluation will involve parents/families at all grade levels and in a variety of roles.
    -    Meetings will be arranged at various times, if needed, in order to give parents/families greater opportunities for input and involvement in the evaluation.
    -   Communication with parents/families will be in a language, and/or form, that can be understood by the parents/families.
    -   When needed, communiqués will be in a language other than English, in sign language, or in Braille.
    -   Staff development pertaining to parent/family involvement strategies will be promoted.
    -   A parent/family involvement survey will be conducted annually. Needed improvements, and/or revisions, to the parent/family involvement plan will be made.
    Based upon past evaluations, more opportunities for parent/family involvement have been initiated.                                                                   
  5. Glenn L Martin Elementary will build its capacity for strong parent/family involvement. In order to ensure effective involvement  of parents/families, to improve student academic achievement, and to support a partnership among the schools involved, the parents/families, and the community, the following activities specifically described below will be undertaken:
    1. The school will provide assistance to parents/families of children served by the school system or school, as appropriate, in understanding the following topics:
      -   The  State's academic content standards,
      -   The State's student academic achievement standards,
      -   The State and local academic assessments including alternate assessments,
      -   The requirements of Title I,
      -   How to monitor their child's progress, and
      -   How to work with educators.
      Information pertaining to the above topics will be discussed during the annual parent/family meeting held at our school, to which all parents/families of participating children are invited, and/or during individual parent/teacher conferences.
    2. The school will provide materials and training to help parents work with their child to improve their child's academic achievement.  The following parent/family involvement activities will be implemented as appropriate:
      -   Family literacy nights,
      -   Open libraries and/or computer labs,
      -   Newsletters, and
      -   Teacher web-pages/help-desk
    3. The school will take the following actions to ensure that information related to the school, parent/family programs, meetings, and other activities is sent to the parents/families of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents/families can understand:
      -   Notifications will be sent in the child's native language.
      -   School calendars will be printed and distributed monthly.
      -   Newsletters will be sent by classroom teachers and, when appropriate, by the school and/or the system to keep parents informed of events and opportunities.
      -   Student handbooks will be distributed to students.
      -   Required notifications will be given for distribution.
  6. The school has implemented improvement strategies for the following:
    1. Distribute school phone numbers and school email periodically during the school year.
      A monthly meeting, offered at various times during the day, will be available for parents to discuss any state testing or other questions which may arise.
      The state testing program and learning expectations will be explained in depth during PTO meetings.
  7. The school has implemented the following procedures so that parents/families may learn about the course of study for their children and have access to all learning materials:

    -   School and system websites,
    -   Parent conferences,
    -   Volunteer programs,
    -   Class observations, and
    -   Communiqués.
